I think more than anything what Tim Scott's election highlights is that race does matter to Republicans as much as it does to Democrats. Why wouldn't it? Political parties are trying to make their product appealing to their target demographics. With that said, let's face it, the neoliberal economic policies of the modern Republican party simply do not appeal to minorities or even first generation immigrants. Ironically, most minorities tend to be socially conservative. So why haven't Republicans been able to tap into them for nearly 60 years? Well, it's mostly because historically, black Republicans voted for things that modern day Republicans would find unthinkable. This is what Black Republicans did for South Carolina:

South Carolinian (black) Republicans were very in tune with progressive ideas however, they were not the only ones. Other Republicans like Blanche K. Bruce also stood in favor of social programs to help the needy. Bruce even supported expanding federal government's role in education. Now compare that to the modern Republican party which stands in favor of economically gutting the department of education, ending welfare programs or cutting more and more people out on the 'pull yourself up by the bootstraps' arguments and you'll see that the Republicans lost the black vote not because blacks were brainwashed but because white Republicans stopped supporting progressive causes.established a balanced, tripartite form of government for the first time in South Carolina's history
established comprehensive local governments, replacing the patchwork of specialized commissions which handled everything from roads to welfare
created a detailed Declaration of Rights which mandated political equality regardless of race
mandated state-wide public education for the first time
established a welfare program for the poor, aged, and disabled that was channeled through county governments
removed the requirement of owning property in order to vote.
