For most people in general (the vast majority), yes. Then given the relatively low percentage of transgendered people, the then relatively low percentage of those who are attracted to members if their own sex or attracted to children, then the even smaller percentage of those that would actually try something in a bathroom where there are likely to be other people and their chances of getting caught are extremely high, there are so many more things that are likely to happen to anyone's daughter in a public restroom than being seen naked by a transgendered woman.
