    That may be generally true... however...

    Is there specific evidence that there are actual chemical weapons, the age of the chemicals, the type of chemicals, how they were stored, and a consensus by chemical weapons experts to validate this indeed is the case here?

    I don't think there is so it's a little premature to say ISIL will not use chemical weapons when we have no detail about anything at all. How do we know the ISIL members who may want to use these chemicals if they exist at all, aren't complete morons and use them anyway?

    how many people with knowledge in handling chemical weapons do you think the ISIS has in its membership.

    ever tryyed managing a nuclear reactors inner workings without protective gear? that ends just as badly if anyone tried handling contaminated chemical weapons.
