Sand. F.O.D.No they won't, let me tell you why. When we sell weapons systems like these to foreign nations we keep the ability to shut off the logistics chain that supports them, these planes require a lot of maintenance, upkeep, parts, training on how to operate, etc...
Assuming they can manage to do all that on their own, the US Air Force is particularly deadly because it constantly has an AWACS overhead to direct the course of the air battle, an F-16 flown by some terrorist is not going to be as effective as one of our planes and would easily be shot down.

Anyone can fly our planes.
Doing it with any particular degree of skill is a different matter.

Better F16'ss than F22's raptors.
We should sell both ISIS and the Iraqi's Raptors. They are even more logistics intensive. Soak that money right up. Make each side spend themselves into oblivion.
