Maybe this will help explain that mystery:

The group conducted its operations more or less peacefully during the first seven years of its existence.[6] That changed in 2009 when the Nigerian government launched an investigation into the group's activities following reports that its members were arming themselves.[103] Prior to that the government reportedly repeatedly ignored warnings about the increasingly militant character of the organization, including that of a military officer.[103]

Who was the one that got Those involved to share Intel? Who was the One that forced the French to Share Interpol?

You tell me, if this was the case, why did the Obama administration change their status to a terrorist group after Kerry came into office?
I can't answer that, however Boko Haram was having peace talks with Nigerian government and after the were listed they stopped the talks. There are a lot of things we don't understand whats happening, so I think its really unfair to blast somebody about this.

Yeah Ttwtt. I think you hit the nail on the head with that one. Plus what I mention with the beginning of it all.

I was just trying to stop the swerve to the standard blame Bush argument (excuse?) for anything not done during the Obama administration. Next we will hear that Obama simply "lacked resources" to study this matter.

The following month, Gen. Carter Ham, the chief of U.S. Africa Command, said that Boko Haram “are likely sharing funds, training, and explosive materials” with al-Qaeda in the Islamic Maghreb. And yet, Hillary Clinton’s State Department still declined to place Boko Haram on its official terrorist roster.

Risch and seven other GOP senators introduced legislation in early 2013 that would have forced Clinton to designate the group or explain why she thought it was a bad idea. The State Department lobbied against the legislation at the time, according to internal State Department emails obtained by The Daily Beast.....snip~

It's a pattern. "Normalization of relations" gets people killed.

I like this part when Carson was testifying.

Before we prescribe actions, it is important that we understand what Boko Haram is and what it is not,” he said, noting that the United States’ information on the group was “limited at best.....snip~

This was coming from Hill Dogs Employee from the State Dept and Lead man on the Job, as he tried to tell that Committee.....those words. Despite.....What the CIA, FBI, the Justice Dept......and General Ham of Africom all had told them What Boko Haram was all about.

In the end.....this is what he then said.

When pressed by Rep. Chris Smith (R-NJ) as to whether he considered the group an Islamist terrorist organization, Carson said he did.
