So for the sake of argument, if there was only one liberal group and it was scrutinized and only five out of a total of ten conservative groups were, doeant that mean only 50% of conservative groups were targeted and 100% of liberal ones?

In other words, of course it matters how many total applications from conservative, liberal and nonpolitical groups there were.
