Because people can be flawed. Some times they make mistakes and other times they intentionally do so for reasons unknown. When those people work for our government we need journalism to report it. The author draws some conclusions. I'll draw my own, but at least someone reported the issue.


the methodology was flawed
but it was imposed on the employees
if they did not meet the 75% response level then their work would have been found unsatisfactory, potentially resulting in them losing their jobs
so, they face a choice: do they allow themselves to lose their jobs or do they fudge the data to meet an unrealistic target

when measuring performance, the standard to be met should always be within the employee's control
commerce/census management failed to recognize this reality
