It certainly seemed unscripted to me. Kerry threw that out "offer" there as a wild hypothetical ... the look on his face basically said "yeah, right, Assad's really going to give up his weapons." When Assad (through Putin) actually accepted the offer, I was surprised as hell. That was, I think, Kerry and the Administration falling ass-backwards into a win-win situation.
