Parents of child internally decapitated by doctor works to pass Olivia's Law

Horrific, but I'm not sure that banning forceps is a good idea. Sometimes they're needed.
Yes.

What name will be used for the eventual law that allows forceps again after someone is injured because forceps were needed and could not be used?

If the doctor was negligent, that's one thing. The law is unnecessary.

Very sad story.
My daughter was telling me about it.
I know when I was born the doctor needed to use forceps.

And I think my doctor used forceps on at least one of my 4 children.

They say forceps are used between 3 to 4 percent of all vaginal deliveries.

Like any other medical device when used properly they are a big help but when misused they can cause irreparable harm.
