    Wow... What a terrible bill. Not only does it put major barriers in place for us to practice our free speech, but it also destroys the environment, and make it a lot easier for energy companies to get access to once government protect land. Awful bill.
    Constitution says you have the right to speak, doesn't protect you from the 5000 dollar fine you get afterwards.

    Also its kind of sad they have officially made it so that 99% of america can't do crap if the government wants to oppose. welcome ladys and gentalment to one of the hundreds of strikes that will cause revolution.

    If you wanna protest you have to pay $5,000. That is a limitation and infringement on the right to protest/free speech. Its literally saying you have to pay some $$$ to exercise a right.

    You are correct. The bill is black text on white paper or background. Other than that, not so much.

    The other point that you are trying to make, that the bill enforces a $5K fee for protest, is how I was interpreting it. Here is the detailed text from the bill:
    Protest Fees. Title I also would require any entity that files a protest (a formal objection to a BLM decision) against a lease, right of way, or APD, to pay a $5,000 fee. A protest may result in BLM reversing or delaying a decision. Under current law, any entity can file a protest without paying a fee. Based on information provided by BLM regarding the number of protests filed in each of the past five years, CBO expects that, under current law, about 1,200 protests would be filed each year. We expect that the fee required under the bill would deter about half of those protests. Thus, CBO estimates that enacting this provision would increase offsetting receipts by $3 million a year over the 2014–2023 period.

    Page 19: "A formal decision against a lease". That certainly sounds like a firm applied for a lease, was denied, and wants to appeal the BLMs decision.

    No, I don't believe that this has any intent in prohibiting any public protests against BLM decision, nor any protests at sites where the BLM has permitted drilling. In spite of your preconceived bias and prejudgement of Republicans, I don't think that Republicans are going to do anything against free speech. Oh come on!

    Not at all. you can complain, but complaining officially against the actions of the government costs you. Just like talking treason. You can say it, but if you get caught saying it, they can take you to jail.

    Ya basically. They might not be able to hold you indefinitely if they cant find proof to back it up, but ya they can take you to jail just for threatening treason.

    Speaking out policies you disagree with is not "treason" its imperative to democracy. Saying that is like just cuz the Republicans dont like the ACA they should be "jailed for treason".

    Ah but you just found the fine line about what counts as treason punishable by jail time, and what treason can be picked apart to find loop holes in. The republicans can argue it is their jobs, granted to them by the american people, to argue laws that they see as laws that will harm the common man.

    And i can say we are guranteed the right of freedom of speech via the 1st amendment.
    Saying you want to overthrow the gov=treason
