If the government wants to increase the income of the needy, it should send them a check. That way the guy (taxpayer) that wants to do it takes the hit himself and we know, what it costs.
And to those who claim this raise will cost jobs ... BULL****. McDonalds could raise the price of a Big Mac 5 cents and have their wage differential set.

Welfare needs reform, but it needs smart reform. I'm not saying your idea can't be incorporated into a bigger "reform" of sorts, but just dropping the welfare to below min wage is not going to accomplish anything substantial on it's own.
Increase the minimum wage or mandate a "living wage" and all you've done is raised the bar as consumers are forced to pick up the extra cost of the mandated wage increase.
