It is true she has slide since she left State, but being out of the limelight probably has a lot to do with that. But compare her to these others in the same NBC poll.
These figures only include those who approve or disapprove, but not those who are neutral or have no opinion.

Make of these numbers what you will. But I find it interesting that everyone who was involved in the shutdown is on the minus side of the ledger. Those two on the plus are not so much in the limelight at least during the shutdown and had nothing to with the shutdown. Also note that the two people with the highest differential on the minus side are the two leaders of congress, Republican House Leader Speaker Boehner and Democratic Majority Senate Leader Reid.

Probably because sooner or later people have to realize that she's a pretty unpleasant person with a very high opinion of herself, who has been caught in numerous lies, was an ineffective Senator and Secretary of State and was only considered for those offices because she was married to a popular, albeit sleazy President who cheated on her, and who made the infamous "what difference does it make," statement.

I'm curious what you believe she's saying with that statement.
First, it hardly matter what I think. It matters what her potential supporters think.
That said, I think that it is an expression of colossal ignorance for the ways in which nations are defended. She's thinking, or so it seems to me, like someone with no responsibility for the Department she heads, or for the future of the country. By asking "what difference does it make," it shows that she wishes that consideration be given the past alone (and no doubt, how she can evade responsibility for it.)
"It matters" because leaders need to know how to act in the future and must be informed by the past. It matters because we need to know who our enemies are and their motivations so that they may be countered. It matters that we might understand our failure to protect those in our charge. And it matters because she is being asked by someone who has the authority to expect a rational answer, not a hissy fit.
It matters, because shrewish women with low levels of competence, a history of shady business transactions and poor cooperation with official inquiries including those surrounding official malfeasance, should not in any manner be a serious contender for high elected office.
