This doesn't mean the girl was necessarily raped; it just means that anyone who lives in a konservative state needs to be proactive about seeking justice for themselves. Part of that means getting all documentation, including for example, the rape kit evidence. Other requirements are securing the money to hire real lawyers (i. e. the kind who are willing and able to legally threaten/extort public officials to make them do what you want).
IF this girl was raped, she should've immediately accused a black man of raping her, all the way up until the hospital examination and until she got a copy of the rape kit evidence results.
The next step would've been to hire a top notch lawyer and given him that evidence. Only at that point should she have told the truth about the rapist. Because then, even after the prosecutors, police, etc. doctor the evidence (a typical practice in konservative states when the accused rapist is a White man respected within a community), she will have evidence to prove the contrary. And she could sue the dept. and prosecutor's office for deliberately falsifying evidence, etc.

It is likely he will have this expunged.
And as he comes from a family with means, it is highly unlikely this will be on his record or effect him the rest of his life.
They are probably already taking the preliminary steps to have it expunged.
