Think if Trump get elected how much resistance he will face with in all phases of our country from people to military to politicians. He must not win.
I heard a really good report on NPR about how violent crime is going up because El Chapo Guzman has set up Chicago as the Sinaloa Cartel's "hub" for their midwest drug distribution network.

Also, many poor people don't have the luxury to just up and move. A lot of them are stuck in these situations without many opportunities afforded to them as far as living arrangements go.

The educational system may also play a part; if they have children that are "doing well" in these substandard schools it would be quite a shock to have them find out that they are at least a grade level (or two) behind reality in most other areas of the country. I think that you may be right about fear of the unknown, or the realization that they may go from average to well below average in another area, keeps them from fleeing even these teriible living conditions.
