    My sense is that there will copious claims that Obama "rope-a-doped" for exactly this result.

    Of course, what this really amounts to is two allies who are adversaries of the US patting each other on the back for taking advantage of a vacuum in US leadership. This is a classic move from the Cold War.

    Unfortunately that is exactly what the past few days have said to Americans. You can shoot, explode, blow up, knife, pummel, drown, strangulate tens of thousands of innocent people but dammit, once you use chems, we're going to get pissed off because Syria, you're not conforming to international "norms"!     Those countries which have ratified the Rome Statutes do. The rebels, as the recognized government of Syria, could ratify those statutes and charge Assad.

    Did Assad not kill 10s of 1000s of civilians?

    I have been here steadfastly giving the Russians credit amongst an onslaught of ridicule. And this is EXACTLY the action that John Kerry said Assad could take to avoid military action, so lets see if Kerry/the administration was honest, or not!
