    I'm not a lawyer for that interpretation. I don't see it as being illegal. However, there are many things that I feel aren't illegal that are deemed so. My opinion is the court overtepped it's bounds on this, but then law is very tricky that way and isn't black and white.

    No, it isn't. The county opened official meetings with a Christian prayer. The equivalent would be teachers starting class at the bell by leading the class in prayer.
