    well the generals and top brass are either unwilling or incapable of stopping these sexual assaults from happening, and the only one who end up being punished are the rape victims for speaking out.

    If the military chain of command will not punish the ones committing the sexual assaults, how will the victims get any justice. If the chain of command will not act, who else but the congress has the power to act and stop these sexual assaults?

    No. I simply think it's ill advised. It acts as if the military is full of predators,and would give power to people that may not have the practical knowledge of how the military operates. It is interesting to note that Senate Armed Services Chari Carl Levin,hardly someone who is a conservative,opposes this.

    All the bill does is take people with a conflict of interest out of the equation. While I see your concerns about how the military operates, if you're a CO and one of your best soldiers is accused of sexual misconduct, you might sweep it under the rug to keep in the ranks, and then they may never face consequences.

    I also find it noteworthy that none of the cosponsors ever served in the military. They really do not know what they are speaking of.

    I support this legislation. The Military senior leadership has had more than 20 years to remedy the problem since the 1991 Tailhook Scandal. The Pentagon's own reports reveal a continuing high incidence of sexual assaults. In the long-running absence of effective internal efforts, Congress should act. Given the time that has elapsed since Tailhook, appeals to preserving the senior leadership's primacy over chain-of-command as it relates to sexual offenses rings hollow. If the problems were not addressed in a serious fashion after more than 20 years, why should one have confidence that the same system would yield a different outcome now?

    None of the co-sponsors are opining on military strategy. They are dealing with the incidence of sexual assault which is not unique to the military. Military service is largely irrelevant to this issue.
