    >" Hawthorne police Lt. Scott Swain said. "And I know it's the dog's master, and more than likely not going to attack him, (but) we've got a guy handcuffed that's kind of defenseless. We have a duty to defend him, too."

The shooting occurred about 7:15 p.m. Sunday at 137th Street and Jefferson Avenue about two hours after police surrounded a house where a gunman had robbed two people inside. A crowd of spectators gathered in response to the large police response, which included several police

As some, including resident Gabriel Martinez, aimed their cellphones at the scene to record it, Rosby drove up in his rented black Mazda. Swain said Rosby stopped in the intersection with music blaring from his windows. Officers told him to turn down the music because they were trying to hear what was happening down the street. Rosby pulled forward, parked and got out with his dog, but left the music still playing loudly.

"It's distracting the officers," Swain said. "It's interfering with what they are able to hear. It's not just a party call. It's an armed robbery call. The officers need to hear what's going on with the people being called out of the residence. That music in

Martinez said the Usher song "Tell Me Again" was looping over and over.

Rosby, who pulled out his own cellphone to record the police activity, did not lower the volume.

"I do apologize if I didn't immediately comply. The music may have been a little loud but I was complying," Rosby said. "I said, 'Sir, I want to make sure nobody's civil rights were being violated.' "

A neighbor, who asked not to be identified, said the officers asked him to turn the music down, but he refused. Rosby, she said, responded, "It's my (expletive) radio!" "<

Note: Rosby, the former dogs owner has had numerous run-ins and struggles with Hawthorne police officers. Court records show he has previous convictions for resisting, battery and driving under the influence.

The bigger question IMO is....where are the black officers??? If the city of Hawthorne looked more closely at its hiring process we wouldn't be shooting dogs and arresting our citizens...now would we.

There aren't that many black police officers who want to work in Hawthorne, with all of the black on black crime you would understand.

Hawthorne is no longer the white middle class suburb like when the Beach Boys grew up in Hawthorne. Lets put it this way, I pack when I'm in Hawthorne.

BTW: There are black officers on the Hawthorne P.D. They were up the street dealing withn a violent black armed robber who had barricaded himself in a house.

One of the jokes that Hawthorne P.D. officers kick around is that the predominantly black area of the city, Holly Park should be "bombed with napalm." I think it was a black Hawthorne PD officer who first said it.

I have a dog. My kind of a dog is perceived to be scary for they are Albanian Sheppard breed (Also named Shar dogs). My dog does not bites but runs and jumps at strangers sometimes, to which the natural response is to take shelter, ask my intervention, or protect themselves. If they had a gun like the police they would shoot my dog also.

It is sad to see a dog die while doing what it perceived to be the natural thing to do with every instinct in their body. But dogs can be aggressive and this one was too close.

The dog owner, Leon Rosby, was taking video of police officers in Hawthorne, Calif. as they barricaded a house, CBS reports.

Another bystander behind Rosby was recording him, and can be heard saying that Rosby asked the police why there weren't any black cops present. This drew the attention of two Hawthorne police officers, who started to approach Rosby.

Rosby can then be seen putting his dog, which looks like a Rottweiler, into his car and voluntarily putting his hands behind his back to be arrested. As he was being handcuffed by the officers, the dog started barking and jumped out of the car.

As the dog approached the officers, barking, the police shot the dog several times. Police said they had no choice but to shoot as the dog lunged towards them.

I am confused, the man posed no threat to the officers, he only filmed them and made a comment from a considerable distance, was not interfering with the crime-scene or the duties of the officers and yet he was arrested and put into handcuffs.

Then they start (from what it appears) manhandling the arrested man (searching pockets I think but pretty heavy handed for someone who poses no threat and has cooperated with the arrest) which leads to his dog jumping out of the car in defense of it's owner and then they shoot the dog.

Now the dog might have been a threat, but if they had just sent the man on his way with a warning, not cuffed and manhandled him the dog would not have come to his defense and this would not have been necessary. More bad press for the police and it is for the biggest part all their own fault for handing this situation way too aggressively when this was not called for.
Based on the video I saw, shooting the dog was completely unnecessary. It ran at the officers, but stopped a few feet away from them and was just barking.

It seems the local black comunity is decidedly anti-cop. They can't be hired if they don't apply.

There is no reason to arrest someone standing behind the barricades and being vocal.

He knew a camera was on him. Of course he is going to be fully cooperative.

The owner did the right thing by putting the dog in the car. If you watch the video in full you would see the dog forcing its way through a partially opened window. The cops knew the dog was there and should have made sure he was completely secure before doing anything at all. At worst, give the man a ticket.

It was his neighborhood. As I already said, it should be every citizen's duty to make sure the police are doing their job ethically.

I can only speak on what I have seen through the testimony and video.

I've seen the unedited video now. I understand why they shot the dog. It did try to bite the one officer, but that officer was a ****ing moron. It should never have gotten to that point. The dog was already acting aggressively, and he reaches out twice to try and grab it. There were many better ways they could have handled that situation. The guy they were arresting was complying fully, they could have just taken the cuffs off for a second, and told him to go put the dog back in the car and roll the windows up this time. Or they could have just left it there to bark.

Or maybe, they could have just left the guy alone, since he wasn't doing anything but mouthing off and filming them, neither of which is ground for arresting him.
