The Psychology of Persuasion
It quite interesting to view how some people view programs like this.
The FCC, a federal government agency, directs business they regulate, to require collection of a fee, which goes to a program they mandate be provided, basically as a cost of doing business in this country.
This, however, is not viewed as a tax, or a government mandate, because it's a fee that is avoidable, provided one decides not to communicate by telephone.
I suppose this kind of thinking provides some insight into why so many can't grasp the impact of regulatory incrementalism on business, and the economy.

Fortunately I have family here in Texas, so I'm doing great. My son-in-law asked me to go roller skating with him, and my son did remind me that I was penciled in to hang gutter on Thursday with his company! How can you not get better when you're laughing all the time? :
