    The thing is that they probably don't have money to waste, but they waste it anyway because they are irresponsible people, which is the reason why they are on welfare to begin with more than likely. That's why they should make it so that they can no longer buy that kind of stuff.

    They'll find a way to get their booze, cigarettes, etc. anyway though. Where there's a will, there's a way. I've heard of people selling their food stamps for a loss to get cash. Now, they apparently give them a debit-type card to buy food with, probably hoping to stop such activities, but I'm sure some people just buy food for others and then take cash in return.

    I always find these mega-prizes a waste.
    Would it not be better for society to have One hundred, $6 million winners? (or at the very least Ten $60 million winners)
    Most of the winners cannot fathom what THAT kind of money means nor how to deal with it.
    I'm personally sick of not being able to dunk a basketball because of racism.

    Besides being easily computable, people are given the fact that the odds of hitting the jackpot are worse than 175,000,000:1. I get the impression that people can't understand large numbers too well.

    Any game with expected value non-positive, from basic probability, is a poor decision to play. Your suggestion of a lower bound on the prizes to an amount which is still a difference maker in the average person's life is a good observation. As I expressed earlier, to have a significant number of people waste money to make one rich is ridiculous. Furthermore, the winner is likely to understand handling big money about as well as the Beverly Hillbillies.
