Section 8, Article 1: General welfare clause.

I might add that no one has ever successfully argued in any court that FEMA, or federally-backed flood insurance, is somehow unconstitutional.

And we're not talking exclusively about "insuring houses." We're talking about wide-spread damage to infrastructure like damage to power grids, public transportation, rail lines, roads, beaches, boardwalks. We're talking about assisting small businesses that got heavily damaged by the storm. We're talking about hotels for people who haven't relocated, whose neighborhoods are too heavily damaged and/or whose homes haven't been rebuilt.

Oh, and most of the homes and businesses damaged by the storm are covered by insurance. About 1/5 of homes aren't getting private coverage, in some cases because damage is below the deductible, in others because the homeowner didn't have flood insurance.

There certainly are reasons for Democrats to love him, but in general only enemies love a backstabber.
This mentality right here is exactly why Republicans lost the last election. And if they do not change their attitude, it will continue costing them elections.
