Sure. And since it is the tax payer who send them to these locations through the officials that the tax payers elect, that seems right.
And if you are going to look at it from a strictly economical point of view, keep this in mind. If you lower morale, it will be much more difficult to keep them in the service. Thus if you lower the morale you will have more turn over, requiring you to train more service members to replace those extra ones getting out. Training is expensive. Much more expensive than allowing them to use something that already exists for official purposes, such as NIPR.
