    If we water board our own armed forces, then yes, however that is done with their consent and for training purposes, if I recall correctly.

    An important factor is that torture is for "Infliction of severe physical pain as a means of punishment or coercion.", so while our troops may undergo a process that is used for torture, they were not directly tortured, or at least not by that definition.
