They originally had created a medal for "Distinguished Warfare" to honor military people who contributed to fighting wars but were not physically present at the battle, such as pilots who fly drones. I'm not sure how this "device" would work. I gather it would be attached to a service medal to honor extra-combat contributions to combat such as "Gulf War Service Medal with Distinguished Warfare Device".
