North Korea has announced it is to restart all its nuclear facilities. They include the plant at Yongbyon, where work was shut down six years ago under a disarmament deal. The decision to reopen it is North Korea's latest move in a high-stakes diplomatic tussle with the US and South Korea. The head of the UN has said the crisis has already gone too far. Al Jazeera's Florence Looi reports.
