There have been some issues. Even the Harvard reported noted that the approach taken with acid rain was imperfect. If U.S. policy makers believe limiting CO2 emissions is a priority--and there's little concrete evidence toward that end beyond sharpening political rhetoric--attention would need to be paid to issues from practical experience with such programs. One would need to address design flaws, issues that arose, the role of allowances, seek to build upon best practices, and balance some complex trade-offs (economic, social, tax-related, national security, etc.). A 2008 CBO report provided a sketch of some of the issues, but that report is not all-inclusive.

The poll was conducted by the Democratic insider Beneson Strategy Group (http://www.bsgco.com/main/do/Amy_Levin, http://www.bsgco.com/main/do/Joel_Benenson ) on behalf the League of Conservation Voters (http://www.lcv.org/).

Sampling methods are not disclosed, except that all the respondents are registered voters, and voted in 2012. And "800 phone calls" nationwide is ridiculous to begin with.

But questions they have been asked is the best part. For example: "Just like our parents and grandparents handed us a better earth, we need to be responsible stewards of the earth and do what we can to protect it for our kids and grandkids. If we don't act now, the devastating impacts of climate change - hurricanes, droughts, floods, rising sea levels - will only get worse. We need to act now so that future generations will know we made their world safer and cleaner, not damaged and polluted". (55% said "sure"). Talk about "leading the witness".

Not to menion that "parents and grandparents" obviously had NOT "handed us a better earth", by the logic of the climate change activists. Who was burning all that oil and gas - and coal, and wood....Aliens from the Outer Space?

Needless to say, there's no shown causation link - between "hurricanes" and all that - and "global climate change" that might have resulted from our release of greenhouse gases. But the Sandy is fresh in anyone's memory....

And so on. I wouldn't not be surprised if 65% or even 75% of Americans do support "the President talking signifcant steps now". American people have the constitutional right to be wrong, as Sen.Rudman said once. But the poll is rubbish.

I think that Internal Protectionism initiatied by the KStreet lobby monies from the status quo of Big Energy Utilities will prevent any substantive, logical, effective, mitigation initiatives by either poltical party. That's "Corporatism, eh?"

Looks like Obama and the Democrats are ahead of the curve on another issue, as the GOP and conservatives sink into a retrograde irrelevancy.

I always find it so ironic that conservatives today have become diametrically opposed to policies supported by the League of Conservation Voters, given the root word for both groups is conserve.
