The "American Standard" for low-flow toilets clearly has a purpose - to conserve water and reduce waste. However, there's no federal law that I'm aware of that precludes a homeowner from going out and purchasing and subsequently installing a different style of toilet in their home. Want a bidet? Go buy the darn thing and have it installed. Want a different type of toilet that has a higher flush rate? Go find it at your local hardware store or importer, if necessary, and have it installed.
Most of the toilets in American homes are installed based on industry homebuilding standards. It is a baseline standard, not an "all or nothing" standard. Folks who have a problem with this need to get over it and just canvasse the free market and buy whatever is legally available and have the toilet of their choice installed and be done with the stupidity!
