No, but a **** ton of plenty of other types of banking and accounting fraud.

Does the US have a carbon tax? If so, then, yeah, someone has probably be involved in fraud to get around it. If they have, good for them. Unjust taxes should always be fought against and avoided when possible.
 
I read into the article the carbon tax certificates are a tax and the people accused who bought the certs did not pay a import tax on those tax certificates. The idea of the carbon tax certs is to lower emissions for C02 but of course some government penny griper had to ruin this setup.
 
While the police are their, they should also be indicting the senior executives for plain old fraud during the mortgage crisis. Deutsche Bank shorted the same mortgage derivatives they were selling to everyone else.
