Also if you're story is that he firstly denied them access then allowed them, where's your source that he changed his mind? And if he changed his mind to do what you think he should have done, then whats the issue?
And lastly, why would anyone make the decision to turn away the National Guard in a disaster?

Yes, the National Guard is already there.
Sunday morning, about 120 Delaware Army National Guard troops manning 46 vehicles headed north to help the New York National Guard with a to-be-determined mission.
New York Guardsmen have been going door-to-door in New York highrises to deliver food and check on residents, and are delivering food and water to residents of lower Manhattan, Brooklyn and Queens, according to the Pentagon.
I could not find a mention of it at the Times or the Post.
