The request for bid is absolutely legitimate. It links right to the government bid website. I just read this this storm damage is two to three times the extent of Irene. Holy ****. Look at the number of people without power:

Devastation from the storm doubled -- possibly even tripled -- that caused by Irene, which hit the East Coast in August 2011 as a powerful tropical storm, knocking out power to 8.4 million customers in 13 states.

Good thing. Power is going to be a necessity, hopefully they can get things tightened up a bit.
Neither side in an argument can find the truth when both make an absolute claim on it.

    Are you talking about trucks?

I wonder how in God's name they plan to distribute it.

I never said FEMA's response is perfect, or that supplies or overflowing, so why you are asking me to prove a point I didn't make I don't know. But there's no denying Breitbart is full of ****, its silly to say otherwise.

Having worked for that agency of DOD (environmental affairs was part of the DRMS and Logistics) I can tell you that ordnarily nothing moves to or from unless the paperwork is there. As far as services go they normally have to go through a bidding process. This is true (as far as I know government wide). No bid no bread.

However, I would imagine that Obama can by his power as the head of the executive branch cut some corners and I expect he has done so.

It's going to be very hard, since there's no such thing as a tanker truck that can haul 25,000 gallons of water; not to mention 100,000.

Water weighs 8 pounds per gallon. Do the math.

From what i have heard they were brought in by ship and are on scene right now. But 25,000 may sound like alot but its not. I would like to see some of those 100k big boys on the job.

Wiki says large tankers can carry 5,500 to 9,000 gallons. Don't know if that's true, but that's what they say.

When I really start thinking about this, it gets scary.
