    I think there is a large misconception over what FEMA is and what it does.
    It's primary function is to MANAGE disasters, to coordinator the response for more efficiency.
    Hiring subs and vendors would be one of those methods.
    Long term they provide low interest loans, and trailers while people rebuild.

    FYI, something about their regulations, does not allow them to reuse trailers,
    so after this is all over, there will be a ton of surplus trailers for deer camps and such.

    The hypocrisy of the right is amazing.

    When Katrina hit the right clucked about living under sea level.
    With Sandy millions live at the ocean's edge a few feet above sealevel and no safer from sea surge.

    When Katrina hit many opined why didn't the NO folks just leave
    Why didn't the NJ and NY people so close to the ocean not just leave? Plenty of escape routes and lots of hotels available for refuge.

    The looters of NO were scowled at as welfare nanny state no goods.
    The dumpster divers in lower Manhattan are rather upscale folks

    The hurricanes didn't hit out of the blue, Sandy had a long lead time of warning, why didn't the Yankees buy water ahead of time?

    Is it the federal level's job to be the primary source of bottled water or to restock local/state supply points?

    In the army the Corps level supply dumps were not responsible for supplying the individual soldier with beans and bullets, their job was to push supplies to the division who then pushed to the bde who pushed to bns that then supplied companies from whom our plt runners went to for supply. At every point along the way there SHOULD be stocks ready to move forward so a few days combat can be sustained before Corps level supply got there.

    So did NJ and NY fail to prepare for the first few days?

    There are literal tons of water and basic needs being moved to the hard hit areas by everyone from the Red Cross to the Boy Scouts. Right now cleared avenues of transit are more important tasks than another case of bottled water.

    But find an out of context 'fault' and harp away...

    Just seems to be no reports of dehydrated folks but rather reports of a big need for porta-potties.

    Now that makes more sense...

    You arent looking at 'the facts'. You are ignoring the FEMA response along the coastline in 4 states. You are ignoring their responses to millions on the same day and cities completely eliminated. You are instead choosing to focus on one city...a city not devastated by the destructive gale forces but one underwater due to decades of failed management of their levies. A city that squandered millions annually in disaster preparedness...a city who, when the whip came down, had nothing to offer but a pamphlet to show for all the money that had been sent....a pamphlet produced in California and never distributed. You focus on a people that were not evacuated by their mayor, a city abandoned by a governor, and whose mayor decided to high tail it to Houston to ride the storm out. You focus on their failing and then assign the blame elsewhere. You excuse prior FEMA response times (as much as 4-5 WEEKS later) but then accept that FEMA should have un****ed the entire city in 3 days.

    You arent focused on 'facts'. You are focused on partisan rhetoric.
