Russian attack submarine sailed in Gulf of Mexico undetected for weeks

So it appears Russia is showing their military might, and what they accomplished is quite disconcerting.

I have several initial questions after reading this story.

What exactly did Russia hope to accomplish by this and the incursions into US air space in the past couple of months?

Could the US no longer the "big dog" in military might around the world?

Should the US reduce military spending as the Obama administration proposes?

Is this a precursor to war?

A Russian nuclear-powered attack submarine armed with long-range cruise missiles operated undetected in the Gulf of Mexico for several weeks and its travel in strategic U.S. waters was only confirmed after it left the region, the Washington Free Beacon has learned.

It is only the second time since 2009 that a Russian attack submarine has patrolled so close to U.S. shores.
The stealth underwater incursion in the Gulf took place at the same time Russian strategic bombers made incursions into restricted U.S. airspace near Alaska and California in June and July, and highlights a growing military assertiveness by Moscow.

The submarine patrol also exposed what U.S. officials said were deficiencies in U.S. anti-submarine warfare capabilities—forces that are facing cuts under the Obama administration’s plan to reduce defense spending by $487 billion over the next 10 years.

The Navy is in charge of detecting submarines, especially those that sail near U.S. nuclear missile submarines, and uses undersea sensors and satellites to locate and track them.
The fact that the Akula was not detected in the Gulf is cause for concern, U.S. officials said.

“The Akula was built for one reason and one reason only: To kill U.S. Navy ballistic missile submarines and their crews,” said a second U.S. official.

“It’s a very stealthy boat so it can sneak around and avoid detection and hope to get past any protective screen a boomer might have in place,” the official said, referring to the Navy nickname for strategic missile submarines.

"The submarine patrol also exposed what U.S. officials said were deficiencies in U.S. anti-submarine warfare capabilities—forces that are facing cuts... "

Could the belated "detection" (how do you detect where something was, afterward, but not while it's there?) be connected to the imminent loss of funding?

Maybe I'm too skeptical but I tend to think these kinds of stories are fear mongering to keep or increase funding as a previous poster stated. Moreover, Russia is standing in the way of western aggressions in the middle east so this story really helps the political dialogue. Even if the story is true Yes military funding should be cut and cut dramatically at least 40% while we're at it abolish the CIA and Homeland Security. If you want safety quit dropping bombs on other countries and meddling in their affairs that will buy you more security than a 100 battleships.

What if it turns out to be true? What if Russia decides to invade?

Why would Russia invade us? We have very little that Russia needs. I think our constant aggression against the world worries Russia but other than that there is very little reason for Russia to be concerned with us. We are the ones concerned about Russia. Specifically, the powers that be are sh*****g bricks about a new petro-dollar. What do you think all this western aggression in the last 10+ years has been about? Democracy and Al Qeada....

It seemed Russia was our friend until Putin regained power back in May. I for one don't trust this guy. He sees the US as a threat, which looking at things from his perspective may prove some validity.

If what is reported is true you have to give Putin credit for having steel cojones. I just hope it doesn't start a war.

I remember when they used to do this kind of thing all the time. It was sort of a cat and mouse game in the Cold War when they were testing our defenses and practicing attack runs on the United States.
