Racism is actually a feeling that a particular race is better or worse overall than another race. If special treatment is motivated by this, than yes it is racist, if it is motivated by other reasons than it is not.

That is BS. If the OTHER reasons are targetted to ONLY majority black zip codes, then they are other EXCUSES not reasons. Look at this tidbit from the OFFICIAL CBC website and explain what OTHER reasons (not EXCUSES) are cited:

"Whereas the CBC recently launched the ‘‘For the People’’
Jobs Initiative to directly address the lack of jobs for
people of color by holding job fairs and town hall meetings
throughout the country in areas hardest hit by the
    recession; and
Whereas, to address the unemployment crisis and the need
for job creation solutions in underserved communities,
the CBC has called upon the private and public sectors
to immediately remedy the crisis by going into communities
    with legitimate, immediate employment opportunities
    for the underserved"
“The reasonable man adapts himself to the world: the unreasonable one persists to adapt the world to himself.
Therefore all progress depends on the unreasonable man.” ― George Bernard Shaw, Man and Superman

I wouldn't call that racist as it is not motivated by racism.

There is a difference in focus on issues that disproportionately affect people of certain races and the believe that a particular race is better or worse in their level of ability, intelligence, humanity, etc.

NONSENSE. Then why not "target" ALL hit by the recession instead of zooming in on "people of color"? You would go ballistic if a congressional group targeted "white people" for special HELP, yet feel all warm and fuzzy when it is reversed. Get real!

The same reason there are there policies that disproportionately affect any number of target demographics, such as income, social status, gender orientation, sex, etc. Its easier to target the groups that need help the most if you slice and dice the statistics a little bit. It helps funds go where they are needed most rather than be wasted on people who may already be doing well.

Empirical studies. Look them up: they cover everything from university acceptance rates of blacks from the 1900s through the 1960s to voter disenfranchisement, to sentencing rates etc.

not at all, groups like the NOI are very visible in a number of AA communities and are seen as community leaders in many instances
Visibility =/= acceptance. If that were so I could just as easily claim that racism is acceptable in the Republican party as far right racists tend to also be Republican/Conservative.
I refuse to accept the view that mankind is so tragically bound to the starless midnight of racism and war that the bright daybreak of peace and brotherhood can never become a reality. - MLK

Say what you want about methods and beliefs, but at least militant black orgs. actually had/have a legit. ax to grind. I don't think weariness from having to hear people moan about genocide, crimes against humanity and involuntary servitude is much of a beef, but that's just me drinking a latte and flying over the heartland kind of thinkin..

what would any of the above have to do with actually substantiating your claim?

Your attempt at drawing a paralleled doesn't really work. 1) because I am pointing out that these individuals "are very visible in a number of AA communities *and are seen as community leaders in many instances*" 2) I'm not saying people are racist for simply sharing political views with them (as with your example above), but that they are openly tolerated within these communities, and often play prominent rolls within them.

I think as the historically and presently privileged race of citizens in this country we ought to, at a minimum, accept the criticism gracefully, tip the cap and say, "yep, you're right, racism exists, it is reprehensible and what's more, you are right. Oh by the way did I mention you are right?" Small price to pay for all the privilege I have enjoyed for no reason other than winning a dna lottery.
