    Most people who are truly disabled and cannot perform any sort of useful work aren't on welfare anyhow, they're on SSI. Just saying.
    There is nothing demonstrably true that religion can provide the world that cannot be achieved more rationally through entirely secular means.

    Bill H.R. 1135 does not call for drug testing. It only mentions drug or alcohol treatment. Drug testing requirements are not a part of the Congressional reform act of 2011, it has only been introduced on the state level. So no it is not part of the package.
