They do it by selling the lowest quality of products imaginable.
Let's be honest about this for a moment. Consider the prices they charge for the products that are of "low quality." Consider the prices of products that are of higher quality. Much of the time, you will have to spend more money to get the higher quality. Walmart aims at the customer base that tries to avoid that sort of a purchase on a regular basis. I generally see no shame involved. Frequently, further, on many products the quality aspect is not there. That doesn't mean it doesn't exist. It is just overplayed. Much of the time what happens is you save several pennies here or there on the exact same product, or you get their in-house brand product which does a decent job for a significantly lower price (same with Target).
Walmart's goods quality is a problem to more premium shoppers, not its consumer base. That's why you won't see me shopping there for a certain number of products, but you will see me avidly buying portions of their grocery section and other goods that are relatively the same for cheaper.
Frequently what I do not like about Walmart is its store upkeep, but not generally its products.
