Overview

Education is primarily a State and local responsibility in the United States. It is States and communities, as well as public and private organizations of all kinds, that establish schools and colleges, develop curricula, and determine requirements for enrollment and graduation. The structure of education finance in America reflects this predominant State and local role. Of an estimated $1.13 trillion being spent nationwide on education at all levels for school year 2010-2011, a substantial majority will come from State, local, and private sources. This is especially true at the elementary and secondary level, where about 89.2 percent of the funds will come from non-Federal sources.

That means the Federal contribution to elementary and secondary education is about 10.8 percent, which includes funds not only from the Department of Education (ED) but also from other Federal agencies, such as the Department of Health and Human Services' Head Start program and the Department of Agriculture's School Lunch program.

Although ED's share of total education funding in the U.S. is relatively small, ED works hard to get a big bang for its taxpayer-provided bucks by targeting its funds where they can do the most good. This targeting reflects the historical development of the Federal role in education as a kind of "emergency response system," a means of filling gaps in State and local support for education when critical national needs arise. ...

It has been reported that the 8th graders of my generation was were equal to college graduates with an Associates degree today. I wish I knew that a long time ago I could have got my Masters degree two years sooner.

The Welfare system is geared to break up families as a way to keep minorities down. Look at the history and pay attention as you do and it will come to you.

Otis Mathis admits he struggles to write coherent sentences, but he serves as president of the Detroit Board of Education.

In a column today, Laura Berman of the Detroit News shared a couple of email messages indicating just how poorly Mathis writes.

If you saw Sunday's Free Press that shown Robert Bobb the emergency financial manager for Detroit Public Schools, move Mark Twain to Boynton which have three times the number seats then students and was one of the reason's he gave for closing school to many empty seats.

Do DPS control the Foundation or outside group? If an outside group control the foundation, then what is DPS Board row with selection of is director? Our we mixing DPS and None DPS row's, and who is the watch dog?
Mathis was placed in special education classes in Middle School, says he graduated from High School with a 1.8 grade point average and went on to earn a bachelor's degree in criminal justice at Wayne State University.

I put this up so that you can see what kind of men lead the Detroit School District. The woman who wrote this is named Rochelle Riley, she is a columnist for the Detroit Free Press and is a died in the wool progressive. Notice the bit about halfway through the piece where she references the fact that not only was the man in question a pervert, he was also functionally illiterate....and he was the President of the school board!

I've lived in a lot of places in this country, and some of them are pretty screwed up (California and Massachusetts I'm looking at you), but I was born and raised in Detroit and I currently live here. As bad as a few other places are I swear to God that sometimes living in Detroit is like living in Bizarro land. Only in Detroit would this be tolerated.

I can't wait to move back to the DFW Metroplex.

Learning to read is not too difficult. I had it down way before I ever set foot in a classroom.
Yeah, I don't believe in simple explanations for these things, really.

For a lot of people it is not difficult. For many others, yeesh.
Actually they had to catch me early on. I had to go to reading classes when I was 5 in order to catch up to my grade level. Even afterwards it was a struggle for years.

Then you have to compete with the numerous demands, struggles on kids down in such a place like Detroit. Then you get to their learned indifference....and yadda yadda. Eventually it is as if they and the world around them is messed up.

Unfortunately, that is true. Wayne State is well known in this area as a diploma mill. I think they should have their accreditation revoked. They awarded a master's degree to a man who can barely read and write, and he's not even close to being the only one.

A crack baby is a child who was expossed to crack cocaine by thier mother when they were a fetus. Many of these children grow up with learning disabilities. There was an epidemic of crack use in Detroit as in many other cities like Chicago, Buffalo, and Redondo Beach.

I'm socially liberal, I'm a fiscal conservative. Given the choices I had to pick from when choosing my lean on this forum, slightly liberal seemed to be the best fit, even though it's far from perfect. Conservative in my state means social conservative, and I think that those people, at least locally and state-wide, are just as bad as the group that runs the City of Detroit.

why do you call people racist when they post factually correct statements. the fact is American black society has several detrimental social pathologies that cause many members of that community to underachieve or end up in jail. It is not racist to note those pathologies-indeed real racism involves enabling such behavior by castigating those who point it out.

its easy, anyone who has physical or mental challenges is going to be harder to educate than a child that comes from a nurturing family and does not have to deal with both addiction and living in an environment that produced such an addiction. People who are crack addicts can be safely said to be less attentive parents than most people and have low self esteem and often poor work and social habits
