Dubbya has gracefully stayed away from any discussion of Obama or his Presidency.
Bush is most likely not attending because he views this as 'Obama's Presidency', and feels it inappropriate to 'share the limelight' with a sitting President, when the sitting President should have the spotlight to themselves.
This Democratic Party wankery needs to stop.
The President offered, and Bush declined. No shame involved. Neither man is the better or worse for it.

I'm not interested in seeing the President make another speech on an otherwise insignificant day. He had his national address when it happened, if he wants to mention it in September that's fine, but there's no reason whatsoever to make a special trek out to New York months in advance.
At any rate, unless by "still suffering" you mean the ones who are struggling with chronic health problems they picked up by breathing the air that day, I don't give a damn at this point. It's been almost a decade, for crying out loud.
