that is correct -
the US and State Governments keep them from tapping more than an exceedingly small percentage of our available reserves. we push people in the gulf out to ridiculous distances, we shut down the west coast, we shut down ANWR, we over-regulate we delay, and we high-cost drilling elsewhere.
