Senate Democrats block GOP bid to repeal health care law - CNN.com

"Senate Democrats on Wednesday blocked a Republican effort to repeal the health care law passed last year.

The party-line vote, with all 47 Republicans in favor and 51 Democrats opposed, meant the procedural motion failed to get the necessary 60 votes to pass. Two Democrats didn't vote.

Because the nonpartisan Congressional Budget Office has said the health care reform law will lower the deficit, Democrats argued that repealing it would increase the deficit.

The Democrats therefore invoked a point of order against the Republican amendment under budget rules that limit the ability of Congress to increase the deficit. That forced Republicans to try to waive the budget rules in this case, with the motion requiring 60 votes in the 100-seat Senate to pass.

While a repeal of the entire health care law won't move forward, Senate Democrats joined Republicans in voting for the elimination of a rule, scheduled to take effect in 2012, that would require businesses to issue Form 1099s to any individual or corporation from which they buy more than $600 in goods or services in a year. Most liberals and conservatives view the rule as an unnecessary burden on private-sector employers."

Glad they repealed the business burden thing.
From the NYTimes:
"That vote was 81 to 17, with 34 Democrats and all 47 Republicans in favor."

For the distribution of who voted on what:

Couldn't find a distribution of who voted on the business burden.

Well, there's at least a little good news.

How did Senators Ben Nelson of Nebraska and Joe Manchin of West Virginia vote. Their political careers are on the line.

I put up the voting distribution in the first post.

Thanks. Nelson and Manchin are now on record as opposing the views of the majority of their respective electorates. This will be used against them.

No, it's a good thing the Dem's did this. Fodder for 2012, and should the SCOTUS get this before the 2012 election and strike it down ala the Florida case... well, mo'better. Should the SCOTUS side that it's constitutional, the GOP can use that as well.

Not surprising at all.

I see this as a win for Republican's they did what they said during the campaign and allowed only the democrat's to defeat the bill. The next win I see in this, is the democrat's using the rule of increasing the deficit. We the people win in that one, because now if republican's use their heads, “NOTHING” will get out of the senate that will raise the deficit. My question, is how are the Democrats now going justify their “yes” votes on raising the debt ceiling?

Also this health care bill is now dead, or the democrat's are, one of the two, I say this because each part of this health care bill that comes up for funding, is going to have to be shown to be deficit neutral or it can be defeated by Republican's using the same rule, and everyone knows it easy to make an entire bill deficit neutral by creative financing, then it is a part of the bill that needs government funding.

What the hell is up with freaking Lieberman? Why didn't he vote? Probably would have voted 'No", and Warner too. Sen Webb (the bastard) needs to go. I hate that SOB.

If you're as accurate as you were about them passing the bill in the first place then I don't think that Dem's have anything to worry about, lol.

You (like many) really don't understand the difference between a Republic and a Direct Democracy.

They are the views of their electorate. Just because a loud (misinformed) minority steps up and says we don't want that, the majority still gets to decide.

how do you think republican sponsored repeal of THE MANDATE is gonna go down, after it's whooshed effortlessly thru boehner's house?

That will be pretty funny to watch...since that was the GREAT Republican idea that made it into the bill as an alternative to the public option.

I agree Prof....congress should repeal this failed Republican mandate and lets get reinstate the debate on a strong public option.

It may help them. Remember, 33% think the bill doesn't go far enough. 33% think it's OK as is. Only 33% think it goes too far. We'll see how 2012 goes. ;)

Well, the dems have one thing going for them. The republicans cant just repeal all of this without offering some reforms to control costs, otherwise we go back to the same ole same ole that was still generating incredible cost increases in health care and health care insurance.

I agree 100% with the elimnation of the 1099 provision that was rock stupid.

Well, there's at least a little good news.

There's a lot of good news. Now those senators are on record, something Harry Reid and his side did not want. A lot of Dems have been tip-toeing around questions and trying to stay under the radar. Now, their vote is cast, and they're buck-naked in front of the constituents.

I know you want to think that, but it's simply not the case. It's more like 5 percent don't think it went far enough, 25 percent think it's OK, and 75 percent are about ready to skin Congress alive.

I won't go back and get it again, but I did show exit polling presenting those numbers. I know you like to think it is clear cut but it isn't. We should also recognize that a majority want the benefits in the law, but not the things required to pay for it. Now that is a real disconnect.

In one respect, you're correct. But, if you want to gain any insight, you need to exmine it a little more.

What people want is to be able to buy across state lines, tort reform to control costs, and a way to address pre-existing conditions.

What we got was a monstrosity of biblical proportions that could lead to the government controlling 17 percent of the economy and the inevitable massive cluster**** it would become.

Those won't do that. Seriously, they would have next to no effect. You have to propose something would actually address the things needed. Tort reform has been tried at the state level and has not controlled costs. The reasons for the limiting of buying across state lines won't disappear, and would likely lead to larger problems and not bigger ones. And you can't deal with pre-existing conditions without some system that covers everyone.
