    Declare war. Invading outside the UN requires a declaration of war. Congress needs to put themselves on the line, do their job, and declare war. Passing the buck is not equal to a declaration of war.

    AUSTAN GOOLSBEE: I think the world vests too much power, certainly in the president, probably in Washington in general for its influence on the economy, because most all of the economy has nothing to do with the government.

    Will you and congress support civilian trials? Will you and congress support housing them in the states? If you and congress will, I bet we could close GITMO quite soon.
