    I agree that the police acted properly in this case. An 11 year old girl should not be severely punished for writing her name in concrete. Her parents should be liable for the damages though.
    As a concrete contractor with my own company since '97 and 15 years working for other people before that, I can tell you that most likely the city will not pay to have the sidewalk replaced, they will come back on the contractor and hold them responsible for the damages. (should have protected the work until it was hard enough to be safe), much like the contractor is responsible for protecting the pour from the weather, if its too cold, you put blankets to hold the heat, if its too hot, you put a curing compound to seal the top. if it rains, you cover with plastic to protect it. You don't get paid for damaged work, whether or not it was your fault, it is always your responsibility.

    It was private property, but I can tell you right now that had I ever had wet cement around me, I would have done the same thing. There was no separation between wet cement with us pouring it or others. As a kid, we put our initials in wet cement. I remember some kids at our middle school doing just that. To this day their slab still has the initials of some 5th graders from our school. Guess what? They were never charged with a crime, yet everyone knows who did it. And guess what? THE SLAB IS STILL THERE 20 YEARS LATER!!! Isn't that amazing?

    Of course that was back in the day though, 20 years ago, when people had brains.

    I never damaged anyones property. But back when we had brains, kids initials in concrete wasn't considered damage to property.

    Actually, I take that back, yes I did. Me and a kid were hitting golf balls in the street. I whacked one and it hit a guys shutter and chipped it. My dad made me work off the value of the shutter for the guy washing his car, cleaning up around his house, whatever, until it was paid off. So leave my father out of this. He did just fine with me, thanks.

    If they wanted to write their names in cement, they could have done so on their own sidewalk, on their own property. Doing it on property they do not own is defacement.

    I'm not saying what they did was "right" but I have a feeling the cops in Mayberry could have found something more important to use their limited resources for than kids writing in cement. I mean, c'mon, really.

    What they did was vandalism and no different than spray painting someone's wall. And since their parents evidently haven't taught them that it's wrong, now the police get to teach them. Unfortunately, that appears to be a very common practice in our society.

    Nobody is wasting taxpayer money here. Ever heard of court costs?

    And don't even presume that you can speak for me. I didn't commit vandalism when I was that age. My father taught me that certain things are wrong. And, if I had committed such an act, being picked up by the police would not have been the worst thing that could have happened to me. I would have been grounded for at least a couple of months, during which time I would have been given lots of extra chores too. Now go speak falsely for someone else.
