    I think the intended meaning was that soldiers don't vote on military policy. They don't get to vote whether to go to Iraq, or on what the uniform code is, or what the penalty for stealing your commanding officer's mustache is.

    She is correct. You can vote in local, state and national elections based on meeting residency requirements(I voted all 6 years I was in as a resident of my hometown in Michigan) which are easy for veterans.

    What military people do not get to vote on is specific military policy or anything that the rest of the country does not get to vote on. They have no special voting rights, and are still bound to do as their elected/appointed leaders instruct them.
