    Yes, information can be secured. Where it can be accessed can be limited, the amount of information that can be retrieved can be limited, it can be recorded who retrieves what information and when, and so forth. This idea that you can't be 100% sure about the people who have access is exactly why you take such measures.

    Several other countries, and none of what you said ensures absolute control. As this shows is that one person with access can compromise an insane amount of data.

    There is no such thing as absolute control of information but if you haven't done everything in your power to secure it, then you only have yourself to blame when somebody takes advantage of you. What this shows is that the US government did not take good measures. They should have had things set up so they would know when someone was accessing large quanitities of information. They should have also had it set up so that only limited amounts of information could be removed at a single time. Finally, they should have had it set up so they knew exactly who accessed what data so they could quickly apprehend the leak and make an example out of them.

    Well if the United States Government didn't want its information stolen, it shouldn't have dressed so provacatively.

    Seriously though, intelligence is everything in this day and age. If you don't secure your information it is like walking alone down a dark alley in the middle of the night while carrying a gold brick. You are just begging someone to take it.
