Yes here in the US someone could be arrested, personally if I was a school principal I would not arrest a student for wearing a nazi or KKK uniform, or for burning a Koran. I would have simply sent them home, so I think the principal overreacted. HOWEVER its impossible to believe that any behavior like this is normally tolerated on school campuses.
Now, I personally don't know what the original usage of the word was intended for in this thread, but it really isn't something to fight over. And perfectly reasonable for someone not to know that it has been used as a racist word before.

Here in the US someone would not have been arrested for wearing a kkk or nazi uniform to school. The US does not have hate speech laws.
