    Medicaid is a combonation of both funds: state and federal funding. I have no problem with states backing out if they cannot uphold their end. However, the way the system is set up - if the states dont' pitch in then the government doesn't, either.

    But the article doesn't discuss just dropping all coverage for people what so ever- they discuss coming up with their own program of assistance that's not tied in with the whims and desires of the federal government and it's bureaucracy.

    What' wrong with them mulling over other options and perhaps divising a system of care that's more personalized for hte needs of individuals in their state and possibly more effective?
