Again, I never saw a gay soldier prosecuted under Article 125, only straight soldiers. Never said anything about heavy enforcement.
I, oth, have only seen two gay sailors prosecuted under Article 125, they were forced to serve their time on restriction and take the other punishments of their NJP and then, after this, they were processed out for being gay. I have never seen a heterosexual sailor charged with Article 125, although there might have been a couple charged that I didn't notice because of the other, more important issue of them doing whatever they were doing on the ship.
Article 125 needs to go away and is probably going soon after, if not when, gays are allowed to serve openly. The military should not be regulating how anyone has sex, as long as it is done in approved locations, it is consentual, and it is not considered fraternization or adultery, since both of these actually do have the potential to disrupt good order and discipline.
