My understanding is that it's kind of like the whole writer/author thing: to refer to oneself as an "author" is presumptuous bordering on pompous (even if you are in fact an author and are referred to by others as such).
Same with painters/artists.
I think a lot of people feel more comfortable characterizing themselves by what they do (write, paint, practice Wicca/witchcraft) than adopting a title where these actions define them (author, artist, Witch).
If that makes sense.
As a teen, I knew teens who called themselves "witches".
As an adult, the adult practitioners of wicca that I've encountered call themselves Wiccans.
