I can tell you first hand that hiring people is about the most expensive thing a business can do, so if you want people to get hired, increasing taxes to those that do the hiring is not a good idea.
By the way, these additional personal taxes will be recouped by the upper management folks by merely increasing responsibilities of a smaller workforce. Additional layoffs will ensue.
Therefore, by increasing taxes, you will shrink the workforce that is being taxed. Back to square one.
