In part yes, but in order to plug the well permanently they require the well to continue to spill oil.
You see, what they intend doing is to inject MUD and then Cement into the pipe BELOW the sea bed, this is known as 'Bottom Kill', what they do is hope that the pressure from the field will draw the injected MUD first up into the WELL bore that leads to the Blowout preventer that failed, they need the New WELL CAP to be open to get the required movement up of the injected material. They tried earlier to inject MUD and other rubbish down into the WELL, that idea failed but was called the 'Top Kill' method.

Blatantly stolen from another forum, but if we're looking to finalize who is held responsible:

He touched her over her bra and underpants, she says, and guided her hand to touch him over his underwear

Expect that to fall when they start the investigation.

It was home to British Petroleum, not BP, which was formed from their merger with................................. AMOCO! I wonder if Indiana would benefit from an oil slick?

I don't have to picture it. I drove across Pensacola Bay this week, and the bay reeked of oil. The smell was nauseating.

Not gonna hold my breath on the idea that BP is going under.
I was discovering that life just simply isn't fair and bask in the unsung glory of knowing that each obstacle overcome along the way only adds to the satisfaction in the end. Nothing great, after all, was ever accomplished by anyone sulking in his or her misery.
