    Actually, technically it was for a short time, but the northern counties of West Virginia left and formed a new state which was admitted to the Union during the Civil War. Actually, I know many Virginians who refer to West Virginia as western Virginia as they do not recognize the legality of the succession of West Virginia. It took the federal government to FORCE Virginia to accept the admission of WV to the Union to be re-admitted even though the Union never officially recognized their leaving the Union in the first place...
